There is a considerable debate about the welfare effects of offshoring for the U.S.


International trade economists generally agree that in the short run the surge in offshoring has brought efficiency gains, but has not been beneficial to US welfare overall because of inadequate assistance to displaced workers. The authors look at polices that are and not helpful in easing the negative effects of offshoring.
