The recent proliferation of state level retirement reform proposals indicates a broad recognition of the looming retirement crisis and suggests that political will for reform is present.


In this paper, we detail the proximate causes of American workers’ shortage of retirement savings, evaluate the variety of state level programs that are emerging in response to the crisis, and draw some conclusions about what effective reform should look like.
